Terms defined by recovery.gov:             

  • Recipient Reported Data: These data are based on data submitted by federal contract recipients to FederalReporting.gov between Oct. 1 and Oct. 10, 2009.  On Oct. 30, 2009, the final recipient federal contract data and the final data on grants and loans will be available. It is collected and updated quarterly.            
  • Agency Reported Data: These data com are based on weekly Financial and Activity Reports filed by federal agencies receiving Recovery Act Funds.              
  • Funds Announced: Funds that have been publicly announced as available to entities outside of the federal government.  Not all available funds are announced publicly. For example,  the funds going to a project started prior to the Recovery Act that are commingled with the project’s Recovery funds will not be announced publicly before being made available to a recipient).  The Funds Announced figure should not be viewed as the total funding that an agency has made available.
  • Funds Available (Obligation): The term used to describe when an agency informs the public of the release of money to recipients either immediately or in the future.
  • Funds Awarded: This is the amount of contracts dollars that will be made available to recipients.
  • Funds Paid Out: Funds that have been released from a federal agency to a recipient.
  • Funds Received: The amount of money each recipient received from a federal award.
Recent Updates:

ARRA Spending
Arizona has been slowly integrating Stimulus funds and providing data for the distribution.  According to the Federal ARRA site, Arizona has been allocated $134.9 million in funds.  The latest data from Arizona’s ARRA site indicates the allocation of approximately $6.28 million, as represented below.  While other states are using ARRA funds to make up for budget shortfalls in programs, Governor Brewer is still calling for 15-20% budget cuts during the current budget year to take effect in January.

Jobs
So far, Arizona has not posted on their state ARRA site the number of jobs.  From the federal ARRA information, approximately 780 jobs have been created from stimulus funds in the state.

Additional Funds requested and projects underway
The Arizona Department of Transportation (ADOT) was already working from their original allocation of $350 million in ARRA funds.  The $350 million has been put towards 59 highway and bridge projects (http://www.azdot.gov/ccpartnerships/news/NRel2385.asp). On September 30, 2009, ADOT announced they are applying for an additional $464.5 million in Transportation Investment Generating Economic Recovery (TIGER) discretionary grants (http://www.azdot.gov/ccpartnerships/news/NRel2388.asp).  Latest announcements from Gov. Brewer’s office state that 15 school districts will receive funds for solar projects and $1.7 million will be spent from the State Fiscal Stabilization Fund to repair the Veterans Memorial Coliseum, home to the Arizona State Fair, which produces $50 million in economic activity annually (https://az.gov/recovery/assets/docs/10-09-09-PR-State-Fair.pdf).

Executive Branch

Gov. Brewer directed the formation of an office within the budget office to handle the stimulus money. This office will be headed by Jim Apperson and will be the focal point for identifying Arizona's response. It will make sure shovel-ready projects are identified, try to get education money ASAP and check to make sure the state stays within the law and complies with the reporting requirements. The office is not officially created—in process.
