Recipient Reported Data: These data are based on data submitted by federal contract recipients to www.federalreporting.gov between Oct. 1 and Oct. 10, 2009.  On Oct. 30, 2009, the final recipient federal contract data and the final data on grants and loans will be available. It is collected and updated quarterly.

Agency Reported Data: These data are based on weekly Financial and Activity Reports filed by federal agencies receiving Recovery Act Funds.

Funds Announced: Funds that have been publicly announced as available to entities outside of the federal government.  Not all available funds are announced publicly. For example, the funds going to a project started prior to the Recovery Act that are commingled with the project’s Recovery funds will not be announced publicly before being made available to a recipient.  The Funds Announced figure should not be viewed as the totalf unding that an agency has made available.

Funds Available (Obligation): The term used to describe when an agency informs the public of the release of money to recipients either immediately or in the future.  

Funds Awarded: This is the amount of contract dollars that will be made available to recipients. 

Funds Paid Out: Funds that have been released from a federal agency to a recipient. 

Funds Received:The amount of money each recipient received from a federal award.

April 21, 2009
According to a press release from the govenor's office, South Dakota has been approved for the education funds the governor requested on April 9. The state will receive $85 million now and the remaining $42 million in the fall. To receive the money, South Dakota was required to commit to measuring and reporting on student and teacher performance as well as calculating the number of jobs saved and the amount of tax increases avoided (see U.S. Department of Education press release). While the number of jobs saved and the amount of tax increases avoided will be relatively easy to estimate, states will likely face challenges finding ways to analyze and take action on school performance data.

April 9, 2009

Gov. Mike Rounds officially requested $127,497,174 in funds from the U.S. Department of Education today. The majority of the funds will be used for primary, secondary and higher education. If the request is granted, the funds will allow the state to balance its FY10 and FY11 budgets.

The South Dakota Department of Labor has received $3 million dollars to partner with employers to create summer jobs and internship opportunities for individuals 14-24, allowing employers to hire employees at minimal cost and granting students an opportunity to earn money and experience.

The South Dakota Department of Labor has received nearly $165,000 in stimulus funds to provide job training to senior citizens. The money will be used to help train seniors for jobs in new fields that proivde good wages and health benefits. The program also helps place participants in jobs.

Gov. Mike Rounds signed into law HB 1254 today, entitled “An Act to exclude any federal stimulus funds in a school district’s general fund when determining its allowable general fund balance.”

Gov. Mike Rounds signed into law
HB 1176 which revises the requirements for receiving unemployment benefits. This will allow South Dakota to capture nearly $6 million in stimulus funds

March 5, 2009
According to the governor, the $600 million South Dakota will receive from the stimulus package will cover the state's budget for the next two years. After that, however, the state will likely continue to face severe budget shortfalls that will require curbed spending and increased revenues.
 

On the legislative side, the House has created a Stimulus Subcommittee to discuss the legislature's view of the stimulus package, how it concurs with the governor's view, and whether any strings attached to the money are acceptable. In addition, the subcommittee will look at whether any legislative action is required to receive funding. 

Executive Branch

The state has made no final decision, but most likely its budget and finance office in consultation with affected cabinet officers and the governor will make decisions about the stimulus—the same way the state budgeting system works.

“Gov. Mike Rounds says the South Dakota Department of Transportation has used American Recovery and Reinvestment Act (ARRA) funds this spring to contract for 11 highway projects worth nearly $77 million.”

“South Dakota public school districts can now apply for two types of bond authorizations available under the American Recovery and Reinvestment Act. These bonds help schools to raise funds for a variety of construction and rehabilitation projects. South Dakota has a total of approximately $35 million available for these purposes.”

“Gov. Mike Rounds announced Monday that South Dakota is among the first three states to be approved for state fiscal stabilization funds from the U.S. Department of Education.  Approval will allow South Dakota to receive $127,497,174 in federal stimulus money. The funds will be used to restore education funding and to balance the state budget for the remainder of the fiscal year ending June 30, and the next two fiscal years.”

Legislative Branch

According to the Legislative Research Council, the Joint Appropriations Committee will be handling oversight. The House has set up a Stimulus Subcommittee to review ARRA and any impact it will have on the state. Currently, it is unknown exactly what role the legislature will play, if any, on the actual allocation of the federal money received by the state.
