State Responses

Across the country governors, legislators, and other state officials are laying out plans and procedures to receive and account for a Tsunami of federal funding.  Most attention has focused on the executive branch as the American Recovery and Reinvestment Act gives governors the responsibility to apply for funding.  Governors have moved quickly to appoint stimulus czars and issue executive orders.  However, legislatures can apply for funding directly should their governor decline to act.  In addition, some state constitutions require all expenditure, regardless of the source, to be made through legislative appropriation.  Effective cooperation between governors and legislators is essential for rapidly meeting the requirements of the stimulus while averting constitutional conflicts.  State leaders can help navigate the complex interbranch obstacles of stimulus implementation by learning how other states are addressing similar challenges.  To find out what states in your region are doing to prepare for the stimulus click on the map below.
