Recipient Reported Data: These data are based on data submitted by federal contract recipients to www.federalreporting.govbetween Oct. 1 and Oct. 10, 2009.  On Oct. 30, 2009, the final recipient federal contract data and the final data on grants and loans will be available. It is collected and updated quarterly.

Agency Reported Data: These data are based on weekly Financial and Activity Reports filed by federal agencies receiving Recovery Act Funds.

Funds Announced: Funds that have been publicly announced as availableto entities outside of the federal government.  Not all available funds are announced publicly. For example, the funds going to a project started prior to the Recovery Act that are commingled with the project’s Recovery funds will not be announced publicly before being made available to a recipient.  The Funds Announced figure should not be viewed as the total funding that an agency has made available.

Funds Available (Obligation): The term used to describe when an agency informs the public of the release of money torecipients either immediately or in the future.  

Funds Awarded: This is the amount of contract dollars that will be made available to recipients. 

Funds Paid Out: Funds that have been released from a federal agency to a recipient. 

Funds Received: The amount of money each recipient received from afederal award.

Gov. Jim Doyle announced that Dale Cattanach will lead oversight efforts to ensure accountability and promote transparency in the use of funds provided under the American Recovery and Reinvestment Act.  Cattanach, currently a consultant, served as the Wisconsin State Auditor from 1979 to 1998.  He also served as secretary of the Wisconsin Department of Transportation.

“Along with the great opportunities provided by the recovery act to invest in worthwhile projects that promote jobs, maintain quality education and provide health care, comes great responsibility to assure Wisconsin citizens that the funds are spent wisely and fairly,”

Gov. Doyle said.  “I am pleased that Dale has agreed to serve as the Recovery Accountability Compliance Officer to help us make sure that we are meeting the goals and targets of the Recovery Act and information is easily accessible to the public.”

As the Recovery Accountability Compliance Officer, Cattanach will provide independent analyses, reviews and verifications to ensure that all requirements of accountability and transparency in the recovery act are met.  

“As important as it is to get the recovery funds out into communities to help create jobs and get the economy moving, it is equally as important to report to the public on how the funds are invested in an open and understandable way,” Cattanach said.

Cattanach will be joined by Jane Hamblen, Chief Legal Counsel for the State of Wisconsin Investment Board, who will assist with compliance oversight of the recovery act.

Wisconsin was one of the first states to create a Web site to track how passage of the American Recovery and Reinvestment Act will affect that state. Wisconsin anticipates receiving $3.76 billion through stimulus funding. Some of the larger preliminary totals by program include:

  • Medicaid - $1,240,000,000
  • Highway funding - $529,111,915
  • Clean Water Revolving Fund - $107,593,400    
  • Weatherization - $144,541,237
  • State Stabilization Fund-Education - $717,730,301
  • State Stabilization Fund-Flexible Block Grants - $159,603,000
  • Special Education, Part B, Section 611 - $208,200,000

Gov. Jim Doyle, remarking on what the stimulus package means to Wisconsin said, "We now have a Recovery and Reinvestment plan that lets states be partners in moving this country forward. It will be up to me and our Legislature to make sure we use the recovery money wisely."

Doyle estimates the ARRA will create or save 70,000 jobs in Wisconsin, provide Pell Grants to 91,500 students and tax credits to 2.2 million families.

Through Executive Order 274, the Office of Recovery and Reinvestment was created. The office is responsible for administering and complying with the ARRA and other stimulus related legislation. The governor and secretary of the Department of Administration designate who serves in the office.

Legislative Branch

Legislators in Wisconsin have enacted SB 62, which has been signed into law and is now referred to as Act 2, which relates to state finances and includes federal stimulus funds. It gives legislature through its Joint Committee on Finance, oversight of stimulus spending in Wisconsin. It requires the governor to submit a spending plan to the finance committee, and the finance committee meets within 14 days to amend, approve or disapprove the Governor’s actions.  Also, in Act 2, in the section dealing with transportation, legislature uses $300 million in federal stimulus transportation dollars for a variety of projects that are listed in the Act.
